Abstract:
President Biden and Vice President Harris campaigned on a health care plan that would build on the Affordable Care Act (ACA) with such priorities as expanded ACA premium subsidies, the addition of a “public option” health plan to the individual market and a Medicare “buy in” program.
During this session, health care policy experts will examine progress the Biden Administration has made in its first 100 days to execute on that plan, providing insight into how changes could affect employers, brokers and insurance carriers. In addition to the ACA, they’ll review other health care legislation impacting these groups in both the short and long term, including the transparency regulations approved late in the Trump administration.

Christopher E. Condeluci is principal and sole shareholder of CC Law & Policy, a legal and policy practice that focuses on the Patient Protection and Affordable Care Act (“ACA”) and its impact on stakeholders ranging from employers and third-party administrators to health IT companies and hospital/health systems.
Prior to forming CC Law & Policy, Chris served as Tax and Benefits Counsel to the U.S. Senate Finance Committee. During his time in Congress, Chris participated in the development of portions of the ACA, including the Exchanges, the State insurance market reforms and all of the taxes enacted under the law. Based on his experience as an employee benefits attorney, Chris possesses a unique level of expertise on matters relating to tax law, ERISA and the ACA.
Dr. Stephen Klasko is President and CEO of Thomas Jefferson University and Jefferson Health. He has led Jefferson to become one of the fastest growing academic health centers in the nation with recent mergers to create one of the nation’s largest delivery systems as well as a comprehensive university. In 2018, Dr. Klasko was named one of the “most creative people in business” by Fast Company for making large-scale health care personal.
An advocate for bipartisan transformational change in health care, President Klasko is author of 2016’s “We Can Fix Healthcare in America: The Future Is Now,” and editor in chief of the journal Healthcare Transformation. He is a professor of OB-GYN at Sidney Kimmel Medical College and the founder of Spirit of Women, a grass roots women's health empowerment organization now utilized at over 150 hospitals and health systems. He previously served as CEO of USF Health and dean of the Morsani College of Medicine at University of South Florida.
Dr. Leana Wen is an emergency physician, visiting professor of health policy and management at George Washington University, and a nonresident senior fellow at the Brookings Institution. She is also a contributing columnist for The Washington Post, a CNN medical analyst, and author of the critically-acclaimed book on patient advocacy, “When Doctors Don’t Listen: How to Avoid Misdiagnoses and Unnecessary Tests” (St. Martin’s Press, 2013) and a forthcoming memoir, “Lifelines: A Doctor’s Journey in the Fight for Public Health” (Metropolitan Books, July 2021).
Previously, she served as Baltimore's Health Commissioner, where she led the nation’s oldest continuously operating health department in the U.S. to fight the opioid epidemic, treat violence and racism as public health issues, and improve maternal and child health.
